History and Challenges of the ODA Program for Maternal and Child Health of Korea

Abstract
Korea had received significant amount of aid from developed countries when she was in economic and political crisis after Korean war. However, Korea is only nation that had achieved both industrialization and democratization in one generation and changed herself from ODA recipient into donor nation after the world war ¥±. Korea has three ODA agencies, i.e. EDCF that offers credit assistance, KOICA that provides grant-type aid, and KOFIH that provides grant-type aid specifically in healthcare area. ODA programs for maternal and child health of KOICA and KOFIH were summarized and discussed the challenges in these programs and suggested alternatives to improve the program effectiveness. It was recommended to provide the most needed nations for improving MCH selectively with comprehensive MCH program that Korea can do better than other donors in collaboration with EDCF¡¯s infrastructure program and KOICA¡¯s community development program.
